I.    Scope of Application:

Expatriates, personnel who have obtained permanent (long-term) rights of residence abroad and residents of Taiwan, Hong Kong and Macao, working in Shanghai, who cancel or terminate the labor (employment) relationship with the employer and leave Shanghai and have not withdrawn the housing provident fund to repay the housing loan; the individual account shall be suspended or sealed up.

II.   Application Materials:

1.    Original identity proof documents:

(1)  Expatriates and personnel who have obtained permanent (long-term) rights of residence abroad shall provide their passports.

(2)  Residents of Hong Kong and Macao shall provide the Mainland Travel Permit for Hong Kong and Macao Residents (referred to as the “Home Return Permit”) or the Residence Permit for Hong Kong and Macao Residents corresponding to their personal housing provident fund accounts. 

(3)  Taiwan residents shall provide the “Mainland Travel Permit for Taiwan Residents” (referred to as the “Taiwan Compatriot Permit”) or the Residence Permit for Taiwan Residents corresponding to their personal housing provident fund accounts.

(4)  In case of an entrustment:

①  Where the entrusted party is the spouse, parents or children of the entrusting party, the identity documents of the entrusting party and the entrusted party, materials that can prove the relationship between the entrusting party and the entrusted party, including household registers or marriage certificates, or household registration certificates issued by the public security organ, as well as the power of attorney issued by the entrusting party shall be provided;

②  Where the entrusted party is not the spouse, parents or children of the entrusting party, the identity documents of the entrusting party and the entrusted party and the power of attorney notarized by a notary office shall be provided.

(5)  For applicants who have been determined by the People’s Court to be persons incapable of civil conduct or with limited civil conduct capacity, their guardians shall go through such formalities on their behalf, and the court judgment on the applicant’s incapacity or limited capacity for civil conduct and other materials, identify documents of the applicant and the guardian and guardianship materials (such materials that can prove the guardianship as court judgements, household registers, or marriage certificates) shall be provided.

2.    Original withdrawal application materials:

Proof of cancellation or termination of labor (employment) relationship with the employer.

3.    A debit card under the applicant’s name issued by a Chinese-funded bank. (it is recommended to bring a Class I debit card)

III.Service Method:

Service outlets of China Construction Bank for the housing provident fund and service outlets of Shanghai Provident Fund Management Center

IV.  Processing Period:

No more than three working days, if the formalities are complete.

V.    Notes:

Where copies of identity proof documents need to be retained for certain business, such documents shall be scanned, printed or copied by the handling staff at the housing provident fund service outlet.
