Sampling Inspection over HPF Payment Kicked off in the Municipality as of September

The municipal housing provident fund management committee, the municipal trade union, the municipal provident fund center and China Construction Bank’s Shanghai Branch jointly held a meeting on the afternoon of 18 September to kick off the annual housing provident fund payment sampling inspection in a move to implement Notice on Launching the 2015 Annual Law Enforcement Inspection over Housing Provident Fund Payment in the Municipality. Vice chairman of the municipal trade union Hou Jijun, director of the municipal provident fund center Ma Li and deputy director of the municipal housing provident fund management committee’s office Meng Fanjun attended the meeting presided by the Center’s deputy director Li Chaoxing.

 

The meeting approved the 2015 Annual Sampling Inspection Work Plan, making deployment arrangement for working objectives, organizational approach, sampling inspection targets, timing and procedures.

 

Deputy director of the municipal provident fund management committee’s office Meng Fanjun laid emphasis on enhancing cooperation in the law enforcement inspection, organizing law enforcement publicity, prioritizing the key tasks, and stepping up law enforcement effort in setting good examples.

 

Vice chairman of the municipal trade union Hou Jijun articulated the following requirements to trade unions at all levels: firstly, take full advantage of their favorable position to closely cooperate in publicity events and major inspections; secondly, make good use of the Labour Daily and other new media venues such as weibos (micro-blogging) and WeChat; thirdly, have district/county level trade unions delegate personnel to participate in the law enforcement inspection activities in a bid to assiduously strengthen their role of safeguarding employees’ legitimate rights and interests.

 

Regarding the annual law enforcement inspection, the municipal provident fund center’s director Ma Li put forward the following four requirements: (1) for the annual law enforcement inspection, scheduled as one of the major tasks in the fourth quarter, all departments should make careful arrangement, step up effort to cooperate and push ahead for fulfillment of the challenging task; (2) boost publicity of relevant policies and regulations in tendem with the law enforcement inspection over paying entities by means of pertinent education and leadership in a move to increase knowledge and awareness about obligations and consequences; (3) explore into measures for inspection driven by law enforcement processing with an aim to expand housing provident fund system coverage to benefit more employees; (4) organize the law enforcement inspection team with the great support from the municipal trade union to form concerted effort in the drive.

 

The municipal housing provident fund management committee, the municipal trade union and the municipal provident fund management center have jointly conducted housing provident fund payment law enforcement inspection since the initial kickoff of the annual housing provident fund law enforcement inspection drive in 2013. Preliminary accomplishments have been made in the law enforcement inspection drive by resorting to such measures as issuance of a prior letter of notification and onsite checkups to ramp up knowledge and awareness about the consequences of the law enforcement inspection as well as policies and regulations publicity and education. During the self checking and correction stage, 46,000 unregistered entities (i.e. having no provident fund account) have completed and submitted HPF Payment Status Self Checking Form as per the requirements specified in the letter of notification, and made remedial actions after fulfillment of account registration procedures. In addition, among the 22,000 registered entities (the entities having registered provident fund accounts) that have been sorted out for issuance of notification letters, 21,000 entities have submitted their self checking forms. A certain proportion of the entities, however, have failed to complete the self checking form as per the requirements, or take corrective actions for fulfillment of account registration procedures or making housing provident fund payment for all their staffs for compliance, after receiving the letter of notification. To assiduously boost law enforcement inspection, those entities failing to complete self inspection or make corrections shall be closely examined and inspected onsite as of September. Any entity declining to take corrective actions against noncomformities in wake of the law enforcement inspection shall be documented for further investigation procedures so as to impose penalties in accordance with Regulations on Management of Housing Provident Fund of the State Council and Provisions of Shanghai Municipality on Administration of Housing Provident Fund and also publicize them on Shanghai Provident Fund Website, provide relevant violation information to Shanghai public credit information service platform and the central bank’s credit information platform.

 

The municipal provident fund center hereby  reminds all entities concerned to cooperate in the law enforcement inspection by proactively taking corrective measures for account registration and housing provident fund payment to safeguard the legitimate rights and interests of the employees.
