SPFMC-Invested Jing Hua Fang Public Rental Housing of Shanghai Jing Cheng Officially Launched

Jing Hua Fang public rental housing, invested by SPFMC, was officially launched for promotion to the public on the morning of 26th December jointly by the municipal Housing Security & Housing Administration Bureau and the municipal Provident Fund Center.

Jing Hua Fang of Shanghai Jing Cheng is located at Lane 266 of Zhumei Road in Minhang District, bounded on the east by Xing Nan Road, on the north by Ye Xiang Road, on the south by Zhumei Road, covering an area of 46600.4 square meters, with a building area of 116703.92 square meters. It comprised 1680 sets of apartments, including 432 sets of one-bedroom apartments (each totaled 50 square meters of building area), 1144 sets of two-bedroom apartments (each totaled 75 square meters of building area) and 104 sets of three-bedroom apartments (each totaled 89 square meters of building area).

The rent for Jing Hua Fang public rental housing is slightly below market level as determined, averaging 32.36 yuan per square meter per month, varying according to actual location, floor level, orientation and apartment type, with rent for one-bedroom apartments ranging from 1606 to 1757 yuan per month, rent for two-bedroom apartments ranging from 2229 to 2588 yuan and rent for three-bedroom apartments ranging from 2727 to 3070 yuan per month.

Relevant regulations of the municipal Housing Security & Housing Administration Bureau such as Measures on Municipal Public Rental Housing Eligibility are strictly abided by in regard to criteria for applicant eligibility, scope of supply and supply standard of Jing Hua Fang of Shanghai Jing Cheng.

1. Permission for Applicant Eligibility

 Applicants for eligibility for Jing Hua Fang public rental housing of Shanghai Jing Cheng, whether it’s an applicant of a single household or a principal applicant of a married family, must qualify as HPF paying employees in this Municipality based on one of the following criteria: 1) have a permanent domicile (hukou) in this Municipality, and have signed labor contract with employing units for a term of over one year (inclusive); 2) already in possession of a Shanghai Residence Card for over two years (previous length of years for holding an Interim Shanghai Residence Card can be subsumed for calculation), and have paid social insurance consecutively for over one year in Shanghai and have signed labor contract with units in this Municipality for a term of over one year (inclusive); 3) already in possession of Shanghai Residence Card or Interim Shanghai Residence Card, paying social insurance in Shanghai, and having signed labor contract with units in this Municipality for a term of over two years (inclusive), and employing units readying to rent public rental housing.

Applicants for eligibility for municipal public rental housing, whether singles or all family members, shall comply with following criteria: 1) average building area per capita in this Municipality must be below 15 square meters, except for those applicants with Shanghai domicile (hukou) whose working units are located in urban areas in Puxi or Pudong New Area (excluding previous Nanhui district) whereas their registered domicile is located in suburban districts (counties), namely, their suburban domicile can be exempt from building area calculation. 2) not in the list of those that have been granted low-rent housing or joint-ownership security housing of this Municipality.

2. Scope of Supply

The supply scope shall cover eligible applicants whose working units or domiciles are located in the following 12 districts of this Municipality: Pudong New Area, Xuhui, Changning, Putuo, Zhabei, Hongkou, Yangpu, Huangpu, Jing’an, Baoshan, Minhang and Jiading. All eligible singles and married households within the above-mentioned districts can submit their public rental housing application to their respective public rental housing operation agency for approval.

3. Supply Norms

A single person may rent a one-bedroom apartment. A single having reached late marriage age can rent a two-bedroom apartment. Those singles that have obtained public rental housing eligibility confirmation after review may opt to jointly rent a two-bedroom or three-bedroom apartment at their own discretion. A married household may rent a one-bedroom or two-bedroom apartment.

Provided that the unit offers to rent, one married family or single person should be arranged for a one-bedroom apartment; for a two-bedroom apartment, arrangements can be made either to accommodate a married family or a single person at or above late marriage age, or to accommodate candidates by means of separation and sharing; for a three-bedroom apartment, the separation and sharing approach should be adopted, and the average floor area per capita must not be below 5 square meters.

Arrangements for Jing Fang Hua public rental housing supply are as follows:

Consultation and handling service for Jing Hua Fang public rental housing is poised for launching on 30 December 2013 in respective districts of this Municipality. The first batch is scheduled for centralized handling processing from 30 December 2013 to 15 January 2014 (available on work days). Applicants whose working units or domiciles are located in aforesaid 12 districts may go to application handling agencies of their respective districts for review of eligibility for municipal public rental housing, with relevant information of handling agencies such as address, opening hours and contact phone numbers for consultation accessible on the municipal housing security & housing administration brueau’s website(www.shfg.gov.cn). Shanghai Housing Provident Fund Website (www.shgjj.com) has prepared an op-ed column to facilitate public service.

ShanghaiProvident Fund Management Centershall publish in a timely manner relevant information about the first batch of public rental housing supply based on the number and apartment type preference of eligible applicants approved during centralized accepting and handling process, and conduct orderly sequencing of tenantry by open housing lottery before arranging centralized rental selection. The first batch of tenants are expected to move in by end of February 2014.

SPFMC’s specific hints:

1) Applicants are required to enter into their apartment type preferences registration for demand identification synchronously with submission of eligibility application for municipal public rental housing at Jing Hua Fang of Shanghai Jing Cheng in a bid to help increase work efficiency for hastened occupying process.

2) Those who have obtained public rental housing eligibility confirmation and haven’t participated in rental selection of any other public rental housing project in this Municipality may proceed to Jing Hua Fang apartment type preference registration by showing their own identification card and eligibility confirmation at the interim onsite management center of Shanghai Jing Cheng’s Jing Hua Fang (Room 101, Building No.22, Lane 266 of Zhumei Road; phone number: 54330603). The expiration date for apartment type preference registration for the first batch is 24 January 2014.

3) This initial accepting and handling service shall be available for 12 working days. Applicants need not swarm into the service outlet on the first day in a hurry for application submission. Instead, they may opt to submit their applications to service outlets at either their working units’ location or their domiciles’ location within the prescribed centralized handling period at their own discretion for equal rental selection opportunities once approved.
