Vice Mayor Jiang Zhuoqing Led a Survey Tour to SPFMC

Vice Mayor Jiang Zhuoqing of Shanghai municipal government headed a team for a survey tour to SPFMC on afternoon of 11 December. The survey team comprises leaders from municipal development and reform commission, municipal construction and transportation commission, municipal finance administration bureau and municipal housing security and housing administration bureau. Deputy Secretary-general of municipal government and director of housing provident fund management committee Mr. Huang Rong joined the research survey.

Having listened to SPFMC director Shen Zhengchao’s report on this year’s work accomplishments and next year’s work plans, Vice Mayor Jiang Zhuoqing pointed out that Shanghai is the cradle of Chinese housing provident fund system, and practice has proved the viability of housing provident fund system in promoting social harmony and securing people’s livelihood. SPFMC has stepped up efforts to conduct system innovation and function improvement in recent years in accordance with actual situation of Shanghai, proactively made great contribution to safeguarding employees’ legitimate rights and interests, bolstering construction of security housing and promoting employees’ housing consumption, and has made great achievements.

Vice Mayor Jiang Zhuoqing indicated that SPFMC should be steered by the spirit of resolutions of 18th National Congress and the Third Plenary Session of the Eighteenth Committee of the CPC as a driving force in the course of its development with an innovative approach. First and foremost, we must constantly make a study of the new situation and take it a step further to bring into full play the functioning of housing provident fund system. We should comprehensively examine social development and citizens’ needs, exploit reform measures relating to aspects such as payment, withdrawal and use of housing provident fund in a bid to further give play to the positive functioning of housing provident fund in supporting housing consumption, securing people’s livelihood and promoting social harmony. Next, we need to strengthen communication and sharing of information and other resources between various departments of municipal government, seek coalition with other departments such as tax, social insurance and municipal trade union to ratchet up our joint efforts for provident fund payment coverage expansion. Furthermore, we must enhance our internal management by earnestly learning and absorbing advanced overseas fund management experience, and upgrade our provident fund management standard alongside our functional innovation of housing provident fund system. Currently, construction of Shanghai Free Trade Zone of China has provided us with new opportunities, which we are bound to exploit, free-mindedly and bold-heartedly, to gather experience for improvement of housing provident fund system.
