Xin Jiang WanĄ¯s Shang Jing Yuan Public Rental Housing Enters Lineup-and-Wait Normalization Phase

Shang Jing Yuan in Xin Jiang Wan town, the initial SPF-invested pilot public rental housing project, has been broadly attracted and welcomed by the society since official launch of its lease in April of 2012. The occupancy rate climbed to 98% as of end-July 2013. Current demand of shortlisted eligible applicants has exceeded sets of apartments in supply, prompting Xin Jiang Wan's Shang Jing Yuan public rental housing to enter lineup-and-wait normalization phase amid supply shortage in accordance with relevant regulations of the municipal housing administration bureau. Yangpu Public Rental Housing Operation Management Co., Ltd, the company in charge of the operation of Shang Jing Yuan, instituted Rules on Lineup-and-Wait Normalization of Xin Jiang Wan's Shang Jing Yuan Public Rental Housing of the Municipality pursuant to relevant regulations for standardized lineup-and-wait administration, to address relevant rules on lineup-and-wait sequence, tenancy agreement signup, surrender of tenancy and rolling stock for supply.

According to Rules on Line-up-and-Wait Normalization of Xin Jiang Wan's Shang Jing Yuan Public Rental Housing of the Municipality, Yangpu Public Rental Housing Operation Management Co., Ltd shall draw up lineup-and-wait rules based on apartment types in cases of supply shortages of Shang Jing Yuan public rental housing against demand of eligible applicants in possession of qualification Confirmation. The company arranges lineup-and-wait applicants in a sequence as per apartment types based on first-come-first-register principle, enters data into computer in tabular form and creates lineup-and-wait sequence numbers. Lineup-and-wait applicants shall sign for confirmation on Lineup-and-Wait Registration Form of Xin Jiang Wan’s Shang Jing Yuan Public Rental Housing Management Center. Upon the lessee's surrender of tenancy, Yangpu Public Rental Housing Operation Management Co., Ltd shall promptly incorporate the rental apartment in rolling stock database, and report the surrender of tenancy housing source to the municipal housing security service center as per regulations for public notification on relevant website. Yangpu Public Rental Housing Operation Management Co., Ltd then notifies corresponding registered lineup-and-wait applicant as per sequence numbers and proceeds to signup of tenancy agreement based on first-come-first-signup principle. In cases where lineup-and-wait applicants refuse to accept the source of housing supply, data shall be entered into the computer system for reordering or renouncement. The signup results shall be reported to the municipal housing security center system for recording.
